The California Energy Commission, with additional funding provided by
the American Wind Energy Association, needed to identify and communicate
with landowners in windy areas who might qualify for Emerging
Renewable Technologies rebates for implementing small wind turbines (10kw or less).
The goal was to create sustainable market momentum by sending out approximately
100,000 direct-mail pieces to rural areas of target counties.
An initial mailing of 65,000 pieces was sent out to residents
in seven substantial county-level markets, where the land is eligible for the
rebate and has at least a moderately good wind resource. In order to maximize results,
a second mailing of the remaining 35,000 pieces was then sent to a more targeted list,
using a GIS based analysis to identify likely participants throughout the state.
